Because of Steamworks, downloaded mods are kept in the Steam userdata folders, whereas your own personal ones are still in the old mods folder in documents. The path for the steamwork mods is Steam\steamapps\workshop\content\\ All of which are compressed archvives.

Launch Stellaris and select the mod in the Mod tab. Note that the mod may have a different name in the launcher than the name of bltadwin.ru file. Each folder inside the 'mods' folder is a separate mod. Folder names starting with a number have been downloaded via the game. These numbers correspond to the number in the URL of the workshop item.
